Seeking an enthusiastic, responsible and proactive officer to enhance the management accounting capability of the faculty. You will contribute to the operational and strategic decision making process for the Faculty through management accounting capability with reporting, monitoring and analysis in the areas of finance, budgeting, resources management and product analysis.

DUTY STATEMENT

Purpose of Position

The Senior Finance and Budget Officer will contribute to the operational and strategic decision making process for the Faculty through management accounting capability with reporting, monitoring and analysis in the areas of finance, budgeting, resources management and product analysis. Involvement in operational processes, including purchasing, travel, salary costing and asset management provides additional interest and dimension to the position.

The incumbent provides support to the Budget and Resources Coordinator through development and mainstreaming of Faculty policies and procedures relating to financial management, compliance, quality assurance and resources.

Organisational Relationships

The Senior Finance and Budget Officer reports directly to the Budget and Resources Coordinator, contributing to the outcomes of the Finance and Resources team. This position also works closely with the Faculty Manager and members of the faculty management team.

The position holder requires excellent client service and communication skills in dealing with a broad cross-section of staff in the Faculty and University. Liaison with external clients and industry partners is an integral component of the role.

The position requires the development of strong understanding of University protocol, policies and procedures. The ability to develop and manage operational processes within a compliance environment is essential.

The appointee will be self motivated and enthusiastic, with a focus on providing accurate and timely information to further the Faculty finance and resourcing activities.

Management of business processes:

  • Play a leading role in the preparation of monthly internal management reporting, including activities associated with periodic reviews of corporate budgets and performance against those budgets.
  • Coordinate the timely preparation of reports ensuring monitoring and control functions are in place.
  • Contribute to the continuous improvement of consistent systems and practices within the Finance and Resources Team by proactively reviewing work processes and liaising with relevant staff (both internal and external) to implement improvements.
  • Prepare and provide training to staff on the processes of the Faculty that relate to the operations of the Finance and Resources team.
  • Regularly review financial and purchasing delegations of Faculty staff.

Project work:

  • Engage in a diverse range of projects across all operations including review of accounts, business and action planning, performance reports and financial analysis.
  • Responsible for identification, development and review of Faculty business processes and implementation of changed work practices.

Duties include:

  • Manage the Faculty’s salary budget position using the BEE Salary Profiling Database (SPD).
  • Provide advice to staff and students on financial policy and procedures.
  • Monitor and analyse Faculty performance utilising finance, human resources and operational metrics.
  • Prepare reports for circulation to staff and management to facilitate informed decision making.
  • Analyse data to further the understanding of operational performance drivers.
  • Assist in Faculty budget and load management processes including preparation, ongoing monitoring, reporting and provision of advice on financial and non-financial matters.
  • Analysis and review of commercial opportunities.
  • Interpret, advise and implement financial policies and procedures applicable to the higher education sector.
  • Contribute to the outcomes of the Finance and Resources team by assisting other team members with all processes based on imperatives and workload.
  • Utilise Microsoft tools including Excel, Word, Access and SharePoint for the purposes of analysis, reports, correspondence, database management and web page preparation.
  • Invoicing, receipting, purchasing and journal transfers using the Oracle Financials system.
  • Assist in the preparation of the Faculty’s annual stocktake, the monthly account variation analysis and the reallocation of student fee income.
  • Other duties as directed by the Budget and Resources Co-ordinator which are in line with the classification of this position.
    Health and safety responsibilities:
  • Required to observe all safety procedures and protocols within their operating environment.
  • Expected to willingly cooperate in the objectives of making the Faculty a safe and healthy workplace.
  • Required to report any hazard or unsafe condition which they observe.

SELECTION CRITERIA

Essential:

  1. Education, training and/or relevant work experience equivalent to a degree in Business or a related discipline with subsequent relevant experience.
  2. Demonstrated experience in monitoring budgets, financial and/or operational performance and the preparation of reports.
  3. Demonstrated experience in analysing data and providing value-adding advice to staff and management.
  4. Experience in developing, implementing and managing processes to address business needs.
  5. Proven ability to effectively communicate, negotiate and liaise with a wide range of clients including a wide cross section of staff and representatives from both the internal and external community.
  6. Demonstrated experience with computing systems for financial management and an ability to use various software packages including Microsoft Word and Excel.
  7. Demonstrated proactive behaviour to identify and resolve issues.
  8. Knowledge of workplace health and safety principles which will enable the appointee to implement these principles at an appropriate level.
  9. Knowledge of equity and diversity principles which will enable the appointee to implement equal employment opportunity, equity and diversity principles at an everyday, operational level.
