Job Evaluation at QUT
The need for a position to be formally evaluated occurs as a result of significant changes or growth in the role or to the work required to be performed in a position.
Professional staff positions currently classified within levels two to ten of the Higher Education Worker (HEW) salary scales that have undergone substantial change may be evaluated to determine their appropriate classification level.
Applications for evaluation or re-evaluation of professional staff positions are assessed by the Human Resources (HR) Department using the HEW 2-10 classification descriptors and addressing other issues such as relativities with other positions across the University.
The classification descriptors are in Schedule 1 of the Enterprise Bargaining Agreement (Professional Staff) 2005-2008.
Criteria for Job Evaluation
Applications for evaluation may be submitted to the HR Department with the formal endorsement of the head of school /department and executive dean of faculty / head of division. If your application does not receive formal endorsement, you have the option to submit your job evaluation application to a review panel (view further information and relevant forms here).
The application must be based on one or more of the following criteria:
Ongoing significant change(s) to the scope or function required of the position Change(s) to the position following a restructure of the immediate organisational areaChange(s) to the position as a result of redesign or change(s) to other jobs that directly affect the functions and/or focus of the position Change(s) to the position as a result of the restructure of another organisational area that directly affects the function and/or focus of the position.Applications are not accepted on the basis of general dissatisfaction with the current position classification or the volume of the work undertaken.Types of Job Evaluations
There are four types of job evaluations that the HR Department processes.
Job evaluation can include evaluation of:
Currently filled position
In the circumstances where there are changes to a position according to one or more of the above criteria.
Stage One An "Approval form to submit a JE booklet" must be completed and approved by the relevant authorising officer. Stage Two A Job Evaluation booklet and supporting documentation must subsequently be completed and approved by the relevant authorising officer and attached to the Stage One form.Vacant position
Where there are no significant changes to the duties and responsibilities of a vacant position, the position may be advertised without further action.
In cases where the head of the organisational area wishes to change the duties or request re-evaluation in order to ascertain the appropriate classification level of the position prior to advertisement, the immediate supervisor in conjunction with the head of the organisational area, must complete a Job Evaluation Booklet for the position.
New position
Temporary positions created for between six and twelve months are to be assessed by the HR Department by examination of a detailed position description prior to advertisement.
New, ongoing positions or fixed term positions of more than 12 months are to be evaluated by the HR Department using the Job Evaluation Booklet.
Position changes arising from a major restructure
If an organisational area is undergoing a substantial change process job evaluations are 'frozen' for all affected positions in the area until the restructure is finalised.
However part of the outcome of the change process is that positions may need to be re-evaluated.
The actual process for this is agreed upon between the organisational area and the HR Department.
Evaluation By Position Description Only
Positions that can be evaluated by an expanded position description and do not require booklet completion generall fall into the following category:
- Existing postion that is similar
The position is identical or similar in scope and function to a previously evaluated position such as the generic position descriptions or those listed by function in the Position Descriptions Archive.
In these circumstances the organisational area will be required to provide an expanded position description and reference in supporting documentation the position this is similar to.
Trial Review of Unsuccessful Job Evaluation Applications
The University has agreed to conduct a trial review of unsuccessful job evaluation applications.
The trial will include a review panel comprising of one staff member elected by professional staff, one Union nominee and one University nominee.
Staff members whose 'Approval form to submit a job evaluation application' is not approved can make application to the Review Panel via the HR Director. Please see Stages of the Job Evaluation Process for further information and relevant forms.
