DUTY STATEMENT
Position Purpose
Located within the Division of International and Development, the position of Executive Director, QUT International principally provides leadership and management of QUT International and its key functions including market and business development, international policy development and market research and overseas marketing and recruitment for the University.
Organisational Relationships
The Executive Director is one of five senior staff reporting to the Deputy Vice-Chancellor (International and Development). The position will liaise with external and internal partners including:

- International institutional partners responsible for the delivery of student cohorts to QUT
- Senior Government officials in international locations
The Executive Director is a member of the Divisional Executive and is a member of the following University committees:

Organisational Environment
QUT International leads QUT’s international engagement and is responsible for developing and reviewing the QUT International Engagement and Recruitment Plan. This plan identifies strategies and tactics leading to the recruitment of international students to meet faculty and university enrolment targets while ensuring cultural diversity of the student body. The Office provides advice to inform the University planning process to ensure targets are realistic and attainable and ensures that business and market opportunities are identified and proactively pursued with consideration for due diligence and market impact.
QUT International is responsible for developing and maintaining relationships with business partners, leading the University to establish sustainable and profound presences in priority markets.
QUT International assists the University to define its international student policy framework and remain compliant. It provides opportunities and support for QUT students wishing to study abroad. QUT international supports outbound mobility of QUT’s local student population to encourage a broader international experience is available to all students.
Quantifiable information
QUT International comprises two business units and two enabling teams with a staff of 30. The Executive Director, QUT International will manage an annual budget of approximately $4.3 million.
Duties include:
- Ensuring business risks are identified and managed through effective risk management strategies.
Management
- Lead and manage the Office of QUT International. Along with key senior staff lead the planning, budgeting, human resource management and development of the work area.
- Consult and communicate with staff to generate a direction and path for the area, exercise conflict management and negotiation skills to develop long term objectives and strategies for the area.
- Ensure that appropriate systems are identified, developed and established to support the strategic objectives of the University along with the identification of the requisite financial, physical and technological requirements.
- Demonstrate adherence to University health and safety policies, practices and procedures.
Policy
- Developing QUT’s strategic direction in international, including positioning and profiling of the institution, international recruitment and marketing and the coordination of international activity in consultation with the University community.
- Working with the Deputy Vice-Chancellor (International and Development), Vice-Chancellor, Registrar, Deputy Vice-Chancellor (Academic) and Executive Deans to provide policy direction and advice to ensure that the University possesses an appropriately forward looking policy context for international activities. Policy advice will include an assessment of the international environment, the national context more broadly, as well as particular advice on fees and revenue generation. Advice will draw upon trend analysis, market analysis and risk management assessment to permit targeting of scarce resources to promote international activities to the benefit of the University.
Strategy
- Positioning QUT appropriately in the international environment by fostering relationships, strategic alliances and, where appropriate, joint ventures aimed at enhancing QUT’s international position.
- Enhancing student and staff exchanges, placements and study abroad experiences is a key priority for QUT International. Fostering outgoing activity to the Asian region is a particular priority.
- Developing strong relationships across all organisational units of the University.
- Developing and maintaining strategic external relationships with key organisations such as IDP, AEI, DIAC and the Queensland Government.
Job Authority
The Executive Director, QUT International has authority through the Deputy Vice-Chancellor (International and Development) to allocate resources within the designated annual budget of QUT International and to make decisions on relevant operational matters pertaining to the Office. The position will, as designated by the Deputy Vice-Chancellor (International and Development), represent the University in matters relating to QUT International.
Job Challenges
To provide strategic and operational management of QUT’s international programs in a complex and challenging international environment. Ensure that QUT’s risk profile is managed and that its recruitment and international programs are consistent with the principles and values of QUT. Managing staff resources in a dispersed environment and ensuring that relevant skill sets are available. Ensuring that QUT International activities are integrated with all operating arms of QUT and working across the institution in a positive and collegiate manner.
SELECTION CRITERIA
Essential:
- Education or a combination of education and work experience equivalent to completion of a postgraduate degree with substantial work experience necessary to manage the complex set of activities undertaken by QUT International.
- Demonstrated ability to manage a complex business unit, including the ability to build, lead, motivate and manage a diverse and effective team and to manage budgets, in order to achieve positive outcomes.
- Demonstrated ability to represent the University in international contexts.
- Ability to evaluate situations and information and make decisions. Ability to consult with others in order to inform, facilitate and expedite decision making.
- Outstanding communication and negotiation skills coupled with cultural sensitivity and knowledge to permit ready adaptation to and professional operation within a variety of international contexts.
- Sound knowledge of equal employment opportunity and equity principles and workplace health and safety principles with a demonstrated ability to implement these principles at a strategic and operational level.
Desirable:
- Experience in the tertiary education sector, preferably in a role featuring international activities. Along with an understanding of present funding models and future sector trends.
- Proficiency in a second language.
